The Library does also have a small non-circulating collection of books available for use during onsite research. This collection primarily includes books by and about the Carters, as well as books related to key figures and topics relevant to the Carter administration.

    • Aging (Counselor to the President)

      The material in this collection consists of correspondence, memoranda, reports, drafts, schedules, publications, telephone logs, speeches, invitations, notes, itineraries, and news clippings. The material relates to the Carter Administration’s effort to address senior citizen issues. Also included are comprehensive examinations, studies, graphs, and budget data and benefit formulas that provide a detailed view of the social security system.

    • American Jewish Affairs

      The material in this collection consists of correspondence, memoranda, notes, briefing materials, speeches, press releases, news clippings and miscellaneous printed materials that represent the function of this office. The material illustrate how the office identified priorities and established support for the Carter Administration’s policies among American Jewish leaders and Jewish organizations. Ed Sanders and Alfred Moses both served as advisors to the President on American Jewish affairs and as liaisons to the Jewish community.

    • Appointments/Scheduling/Advance Office

      The material in this collection consists of correspondence, memoranda, reports, schedules, reference notebooks, scheduling logs, speeches, briefing papers, press releases, travel documents, and gate lists. These materials illustrate how this office accounted for the President’s day to day schedule, and how the staff planned and organized the President’s travel, daily schedules, and appointments. The collection is divided into two parent offices: the Diary Office and the Staff Advance Office.

    • Aragon, Joseph

      The material in this collection consists of correspondence, memoranda, notes, briefing papers, legal documents, resumes, invitations, news clippings, and printed material. The material relates to Joseph Aragon’s position as Special Assistant to the President regarding the Hispanic community, the Community Services Administration (CSA), the Panama Canal Treaties, and the anti-inflation program.

    • Barnard, Harry

      The material in this collection consists of publications and magazines containing articles related to Jimmy Carter.

    • Bass, Jack

      The material in this collection consists of book drafts, manuscripts, outlines, correspondence, photographs, audio cassettes, speeches, interview transcripts, news clippings, notes, and research material. The material relates to Jack Bass’ work on Taming the Storm: The Life and Times of Judge Frank M. Johnson, Jr. and the South’s Fight Over Civil Rights. The bulk of the collection was created and maintained circa 1987-1993, although some of the content dates from approximately 1956-1997.

    • Bauer, Patricia

      The material in this collection consists of memos, transcripts, cartoons, news clips, commentaries, and briefing summaries that were used in producing the White House News Summaries. The News Summary was issued six days a week for the use of President Carter, White House staff, and various Executive Office branch agencies among others.

    • Benes, Bernardo

      The material in this series contains newspaper clippings, lists of political prisoners, and a copy of a signed agreement. Also included is related documents submitted by Cuban government to Bernardo Benes in 1978.

    • Berkowitz, Edward D.

      The material in this collection consists of material relating to Edward D. Berkowitz’s service as a senior staff member on the President’s Commission for a National Agenda for the Eighties. It contains draft copies of large sections of the commission’s report annotated by commissioners and staff members, as well as, solicited commentary from interested parties. Also included are minutes of a meeting of the Social Justice Panel, source material, and commission related correspondence. The collection also contains oral histories related to his later work in 1995 with the Health Care Financing Administration (HCFA).

    • Bleicher, Michael N.

      The material in this collection consists of correspondence, telephone directories, reports, briefing books, organizational charts, resource publications, booklets, and miscellaneous printed material. The material deals mainly with energy issues.

    • Bonnen, James

      The material in this collection contains correspondence, reports, memorandums, newspaper clippings, and handwritten notes. These materials relate to James Bonnen’s work during the Federal Statistical Reorganization Project from 1978-1980. These papers include information relating to the Federal Statistical Reorganization Project, including meetings notes, drafted documents, memos, and correspondence. In addition, the materials also contain records regarding bills related to the project, drafts of these bills, written correspondence, and draft rewrites.

    • Bourne, Peter (Papers)

      The material in this collection consists of memorandums, correspondence, reports, interview transcripts, press clippings, published articles and materials, speeches, schedules, handwritten notes, and background working materials. Much of this material is related to Peter Bourne’s research in writing his book, “Jimmy Carter: A Comprehensive Biography from Plains to Post-Presidency”. Also included are Bourne’s materials from his White House role as Special Assistant to President Carter for Health and as Director of the Office of Drug Abuse Policy; his post presidential career; materials relating to his role in the 1976 presidential campaign; and a small amount of material relating to Jimmy Carter’s gubernatorial term between 1970-1974.

    • Bourne, Peter (Special Assistant to the President for Health Issues)

      The material in this collection consists of memoranda, correspondence, notes, speech drafts, reports, briefings, invitations, and printed material. The majority of these files pertain to Dr. Bourne’s role as the administration’s health and drug expert. The material relate to Dr. Peter Bourne’s role as an advisor to Jimmy Carter during the 1976 Presidential campaign, transition period, and his appointment as Assistant to the President for Health Issues, 1977-78. As special assistant, these records also document Bourne’s role as director of the Office of Drug Abuse (ODAP), executive director of the Strategy Council, and member of the President’s Commission on White House Fellowships. The files consist of memoranda, correspondence, notes, speech drafts, reports, briefings, invitations, and printed material.

    • Brzezinski, Zbigniew

      The material in this collection consists of memoranda, reports, correspondence, cables, minutes of meetings, speeches, charts, and maps. Portions of the material relate to the conception and work of the Trilateral Commission in 1972 until after the end of the Carter Administration in 1981. The selections of materials represented in the collection were used by Brzezinski to write his memoir Power and Principle: Memoirs of the National Security Adviser 1977-1981.

    • Cabinet Secretary

      The material in this collection consists of correspondence, letters, memoranda, studies, recommendations, briefing material, notes, speeches, press releases, news clippings and publications that represent the function of the Office of the Cabinet Secretary. These material illustrate how the Office of the Cabinet Secretary expedited the decisions and policies made by the President and the Cabinet. As Cabinet Secretary, Jack Watson (and subsequently Eugene Eidenberg) attended Cabinet meetings, but they did not have Cabinet level status.

      Jack Watson served first in this capacity, followed by Gene Eidenberg. This office was responsible for White House liaison with Cabinet members and with governors and mayors and other local government officials. The material currently available for research consists of the files of Jack Watson, Stephen Page, Berry Crawford, Ann Todd, Jane Voget, and the Governors and States file.

    • Caldwell, Dan

      The material in this collection consists of correspondence, handwritten notes, interview transcripts (30 audio tapes), press clippings, book chapter drafts, background research materials, and opinion poll results. The materials relate to the research and writing of Dan Caldwell’s book, The Dynamics of Domestic Politics and Arms Control. The collection also contains four dissertations relating to his book; White House and National Security Council (NSC) evaluations of Senators’ positions on SALT II; and government manuals of SALT II treaties and hearings

    • Campbell, Carlos

      The material in this series contains one handwritten thank you note from then-Governor Jimmy Carter, and a telegraph sent to Carter by Carlos Campbell suggesting he run for President with Mondale as Vice President.

    • Campion, Heather

      The material in this collection consists of correspondence, memoranda, resumes, printed materials, bound reports, invitations, and newspaper articles, and briefing material. The materials relate to her work in Anne Wexler’s Office of Public Outreach. This included reaching out to student leaders from high schools and college campuses via White House briefings to discuss the proposed draft registration, and other issues affecting persons 18 years old and older. The majority of the material consists of White House memoranda and correspondence to and from various people and youth oriented organizations.

    • Carter Family Papers

      The material in this collection consists of correspondence, form letters, memoranda, studies, recommendations, position papers, notes, speeches, drafts, press releases, news clippings, itineraries, newsletters, pamphlets, polling data, photographs, schedules, vote statistics, advertisement flyers, appointment books, and publications. The records in this collection document Jimmy Carter’s early political career in the Georgia State Senate, his term as Governor from 1970-1974; and his membership on the West Georgia Planning Commission. In addition, the collection contains material from the 1970 gubernatorial campaign, gubernatorial trips to South America and Europe, the 1976 presidential campaign, Rosalynn Carter’s gubernatorial papers, and Carter’s pre-presidential speech files.

    • Carter III, William Hodding

      The materials in this collection consists of correspondence, memoranda, resumes, employment applications, invitations, printed materials, and a small amount of administrative records. The materials relates to William Hodding Carter’s service as Assistant Secretary of State for Public Affairs. A large quantity of the materials are correspondence and replies for speaking engagements, social invitations, and general correspondence from the public and constituents.

    • Carter, Jack W.

      The material in this collection consists of newspaper clippings relating to the 1976 campaign, schedules of appearances by Jack and Judy Carter, and campaign fliers and brochures on various issues. Also included are Jack Carter’s notes from law school classes and miscellaneous items pertaining to his time at the University of Georgia Law School.

    • Carter, Judy Langford

      The material in this collection consists of newspaper clippings, magazines, publications, conference proceedings, memorabilia, correspondence, letters, research materials, speeches, literary works, published articles, reports and summaries. The material in this collection relates to the ratification of the Equal Rights Amendment, Judy Langford Carter’s time as editor and writer for Redbook Magazine, the creation of the President Advisory Committee for Women, and material related to President Carter’s 1976 and 1980 presidential campaigns.

    • Carter/Mondale 1980 Re-Election Committee Papers

      The material in this collection contains letters, correspondence, memoranda, handwritten notes, studies, speeches, recommendations, position papers, press releases, briefing books, notebooks, proposals, studies, voter lists, reports, political statements, publications and news clippings. These records document various aspects of President Carter’s 1980 re-election campaign. This includes the formation of political strategy; polling data; legal and procedural issues; administrative items such as finance, fundraising and budget matters; statements on issues; scheduling; speeches; field staff operations in states and regions; polling data; voter lists; public correspondence and materials relating to press issues.

    • Carter/Mondale Campaign Committee - 1976

      The material in this collection consists of correspondence, memoranda, letters, handwritten notes, studies, speeches, recommendations, position papers, press releases, briefing papers, proposals, studies, reports, political statements, and news clippings. These records document all aspects of the 1976 presidential campaign. This includes the formation of political strategy; polling data; administrative type of work such as personnel and budget matters; development of recommended positions and proposals on issues; scheduling all activities pertaining to Governor Carter’s travel; speeches; field staff operations in other regions; information relating to press procedures; and support staff material for both the Carter family and Walter Mondale.

    • Chief of Staff

      The material in this collection consists of correspondence, memoranda, reports, publications and personnel materials that represent the function of the Office of the Chief of Staff. This collection also focus on the development of budgets and policies; the process of reorganization of the White House; and the establishment of relations with Congress. A substantial portion of the material relates to Jordan’s role as political adviser to the President and special administration goals such as: a separate Department of Education, Middle East initiatives and the passage of the Panama Canal Treaties. The Hamilton Jordan’s Confidential Files (Containers 33-37) are in the Digital Library.

    • Cleland, Joseph Maxwell (Max)

      The material in this collection consists of correspondence, reports, photographs, press clippings, press statements, speeches, invitations, handwritten notes, and magazines. The material relates to Max Cleland’s tenure as a Georgia State Senator, Administrator of the Veterans Affairs Agency, and his participation in the Senate Committee on Veterans Affairs to improve hospitals. The material reflects his concerns for Vietnam veterans regarding employment, health care, drug abuse, and education. The collection also contains personal correspondence, photographs, and memorabilia

    • Clough, Susan (Personal Secretary to the President)

      The material in this collection consists of correspondence, memoranda, notes, reports, schedules, telephone messages, speeches, newspaper clippings and printed material. The majority of these files are made up of expressions of congratulations upon President Carter’s election as President and letters of recommendation to the President regarding possible executive branch employees. Campaign strategies, routine activities of the President, requests for support, efforts to win his party’s nomination, and the general election against Ronald Reagan are well documented.

    • Clymer, Adam

      The material in this collection consists of research papers and background materials consisting of notes from newspaper articles, interviews, presidential library documents, and conservative organizations’ documents and financial records. This material was used by Adam Clymer to write his book “Drawing the Line at the Big Ditch: the Panama Canal Treaties and the Rise of the Right.” Also included are six computer diskettes containing numerous interviews and reference documents of senators’ and presidential candidates’ activities. The papers cover topics such as senate elections, the National Conservative Political Action Committee, and U.S. Presidents’ handling of canal issues.

    • Cohen, Allan S.

      The material in this collection consists of reports, committee lists, legislative bills and acts, memorandums, letters, news articles and editorials, publications, agendas, fact sheets, and other printed materials. The material relates to Allan Cohen’s role as the Chairman of the Ad Hoc Committee for the creation of a Department of Education under President Carter. The collection covers such topics as the Development of the H.R. Bill for an Education Cabinet Secretary, and the S. 201 Act for the Organization of the Department of Education. The series also contains some information on the possible dismantling of the Department of Education during the Reagan transition.

    • Communications (Gerald Rafshoon)

      The material in this collection consists of correspondence, memoranda, reports, notes, speech drafts, schedules, newspapers clippings, and other printed material relating to the function of the Office of the Assistant to the President for Communication and the various responsibilities of Assistant Deputy Greg Schneider. The material relates to Gerald Rafshoon’s “long-range” attempts to clarify and reinforce the “themes of the Presidency” in the public mind. The collection also contains material from Greg Schneider’s Special Projects Office.

    • Congressional Liaison Office

      The material in this collection consists of congressional correspondence, memoranda, notes, briefing papers, campaign schedules, legislative reports, congressional mail summaries, telephone call requests, resumes, news clippings, publications and floor charts that represent the function of the Congressional Office.

    • Costanza, Midge

      The material in this collection consists of memorandums, correspondence, schedules, invitations, reports, press clippings, published articles and materials, speeches, handwritten notes, telephone messages, and background working materials. These materials relate to Midge Costanza’s role as Assistant to the President for Public Liaison, and document her outreach activities concerning minority communities including women, LGBT, African Americans as well as religious and ethnic groups. Also included are materials from her role as Co-Chairman of the 1976 Carter/Mondale Campaign in New York; material relating to International Women’s Year meetings; and reorganization of the Executive Office of the President, specifically the restructuring of the Public Liaison Office.

    • Costle, Douglas, M.

      The material in this collection covers Douglas M. Costle’s work with various environmental causes and organizations, particularly the Environmental Protection Agency (EPA). The collection contains correspondence, speeches, notes, reports, news clippings, oral histories, publications, legal and financial documents, campaign material, and miscellaneous printed material. This material relates to Costle’s work as EPA Director from 1977-1981; as Senior Staff Associate, Environmental and Natural Resources, for the President’s Advisory Council on Executive Organization (Ash Council) from 1968-1972; and as Deputy Commissioner, then Commissioner, of the Connecticut Department of Environmental Protection from 1972-1975.

    • Coston, Dean

      The material in this series contains memoranda, press releases, correspondence, newspaper clippings, mass mailings lists, and printed material concerning the Health Volunteers for Carter-Mondale campaign.

    • Council of Economic Advisors

      The material in this collection consists of correspondence, memoranda, briefing books, testimony, speeches, reports, and miscellaneous printed material. The material reflects the duties of the Council of Economic Advisers to assist the President in dealing with both foreign and domestic economic issues. The material details the policy making process for various aspects of foreign and domestic economic issues. Major topics include imports, exports, trade and economic policies, and conditions of foreign countries.

    • Counsel to the President

      The material in this collection consists of correspondence, memoranda, notes, briefing papers, legal documents, and miscellaneous printed material. These materials relate to information regarding all official White House legal issues including domestic matters and foreign policy treaties. The files also consist of legal advice given to the president on personal and political situations.

    • Crohn, Richard

      The material in this collection contains forms and correspondence between the Jimmy Carter for President Campaign and KRC Associates. The correspondences deal with mailings for donations and the results of such efforts, as well as how these efforts relate to new campaign funding laws.

    • Cuban-Haitian Task Force

      The material in this collection consists of correspondence, memos, briefing books, press clippings, reports, telephone logs, and report summaries. The material relates to the Task Force that was created to manage and coordinate the processing and resettlement of Cuban-Haitians entrants in the United States. Topics covered in this collection include immigration and refugees.

    • Cutler, Rupert

      The material in this collection consists of correspondence, memoranda, letters, studies, speeches, pamphlets, congratulatory letters, maps, briefing papers, proposals, reports, publications, and news clippings. The majority of this material relates to the Roadless Area Review and Evaluation II (RARE II) and the development of the Department of Natural Resources. Topics include food and nutrition, pesticides, the wilderness, forestry and timber products, and soil and water conservation.

    • Davis, Christopher

      The material in this series contains a Manual for working as an advance man in a campaign, newspaper articles and political cartoons. The material relates to the duties of advance men who were responsible for handling the daily logistics of a candidate’s campaign: getting hotel rooms, booking venues, working with the Secret Service for security, and for attracting crowds to attend events.

    • Dean, John Gunther

      The material in this collection consists of personal papers contains copies of official documents, personal notes, memoranda, correspondence, briefing papers, cables and photographs. The material documents the career of U.S. diplomat John Gunther Dean both during and after he left the U.S. Foreign Service.

    • Dixon, Mary

      The material in this collection consists of memoranda, handwritten notes, correspondence, publications, and newspaper clippings. All material is related to the Self-Help Identifying Network Exchange (SHINE). Also included are forms through which projects are submitted, the published collection of projects, and packages of information regarding SHINE projects for various individuals within the Carter Administration.

    • Dolvin, Emily

      The material in this collection consists of correspondence, notes, diaries, flags, biographical manuscripts, newspaper clippings, invitations, photographs, presidential campaign literature and sound recordings. The material includes Emily Dolvin’s manuscript detailing Carter family campaigning, and memoranda addressed to her. Also included is Tom Gordy’s diaries which he kept as a prisoner of war during World War II; a manuscript he later wrote about the experience; and an American flag he found while a prisoner of war. The Jimmy Carter files cover Jimmy Carter’s political career from his 1970 campaign bid for governor to the post-presidential period. The material reveals the vigorous schedule of the Carter campaign workers

    • Domestic Policy Staff

      The material in this collection consists of correspondence, memoranda, notes, speeches, briefing material, reports, daily schedules, telephone logs, legislative testimony, press releases, photographs, newspaper clippings and printed material. The material relates to all aspect of domestic policy including civil rights and justice, human resources, energy and natural resources, banking and housing, governmental reform, and regulatory reform. The collection also includes a voluminous amount of correspondence and memoranda from government agencies and other White House staff offices.

    • Donovan, Hedley W.

      The material in this collection consists of memoranda, correspondence, speeches, briefing material, and energy reports. These files contain reports on energy and budgetary matters but not much material concerning Donovan’s work with commissions or special studies. “Memos to the President, 8/21/79 - 8/14/80 [CF, OA 706]”, contains material which covers the entire year Mr. Donovan was at the White House and documents his primary duties while he was Senior Adviser to the President.

      The material in this collection contains newspaper clippings, itineraries, press releases, and event programs. The material covers the President’s Environmental Youth Award program.

    • Eizenstat, Stuart

      The material in this collection consists of briefing books, correspondence, debate material, government records, letters, magazines, newspaper clippings, personal collections, publications, published articles, research materials, reports, speeches, and summaries. The material relates to Stuart Eizenstat’s work as an attorney, his work as Chief Domestic Policy Advisor to President Carter, and materials related to his work on both President Carter’s 1976 and 1980 presidential campaigns and transitions.

    • Fink, Gary

      The material in this collection consists of information files generated for the conference held at the Carter Center “Carter Presidency: Policy Choices in the Post New Deal Era” held on February 20-22, 1997. The series includes biographical essays, resumes, correspondence, and conference evaluations forms. Also included are the essays that the participants presented. Topics presented at the conference included welfare policy, civil rights, foreign policy, equal rights, environmental policy, economic policy, airline deregulation, affirmative action, energy policy, education policy, industry and trade.

    • First Lady’s Office

      The material in this collection consists of correspondence, letters, memoranda, agendas, messages, invitations, itineraries, schedules, reports, menus, lists, resumes, briefing papers, background information, telephone logs, speeches, press releases and clippings. These material relate to information regarding all official White House social functions; First Lady speeches, interviews, and correspondence; and her trip itineraries and schedules. Information on Rosalynn Carter’s special projects such as mental health, community projects, volunteerism, the aged, Cambodian relief efforts, and women’s issues.

    • Free, James

      The material in this collection consists of the 1980 presidential campaign files of James Free between 1979-1981. This material relates to his involvement as the Deputy Campaign Manager over thirteen southern states. This collection consists of correspondence, memoranda, lists of state campaign managers, supporter lists, and campaign strategies. Also included are daily political reports, delegate selection information, election data, and numerous state political files.

    • Gregory, Claire

      The material in this collection consists of memoranda, correspondence, staff lists, reports, brochures, and newspaper clippings. The majority of the material relates to the 1980 campaign and her role as Staff Assistant (Intern) at the Freedom of Information Office National Security Council.

    • Guth, David

      The material in this collection consists of press wire copies, notes, transcripts of interviews, taped interviews, speeches, and news reports. The material relates to David Guth's accumulation of press articles and interviews during the 1976 presidential campaign. The collection also includes transcripts and audio cassettes of his personal interviews of both Jimmy and Rosalynn Carter.

    • Harden, Richard

      The material in this collection consists of correspondence, memorandums, briefing papers, notes, speeches, legal documents, reports, press clippings, contracts, receipts, and miscellaneous printed material. These records relate to Richard Harden's responsibilities as Special Assistant to the President for Information Management. This series also includes material regarding Harden's liaison with the American Institute of Certified Public Accountants (CIPA). In addition, records include Harden's ad hoc projects such as managing the travels of Lillian Carter, securing entertainment contracts for the 1976 inaugural celebrations, and administering the Federal Election Committee and Democratic National Committee finance operations.

    • Harris, Hubert

      The material in this collection documents Hubert Harris' role as Assistant Director to the Office of Management and Budget (OMB) and his involvement in fundraising for the Carter-Mondale 1976 presidential campaign. The material includes memorandums, personal and business correspondence, legislative reports, campaign and budget material, newspaper clippings, travel information for government-related trips, and personal memorabilia.

    • Hertzberg, Hendrik

      The material in this collection consists of correspondence, reports, press clippings, handwritten notes, speeches, speech drafts, and background subject material. The material documents the speech writing methods of Hendrik Hertzberg during the Carter administration. Many of the larger prominent speeches are accompanied by input from various departments and advisors, and other speechwriters. Some of this material contains handwritten notes by the creator, other speechwriters, and occasionally President Carter. Also included are background subject materials, correspondence, and reports for writing President Carter's speeches.

    • Hispanic Affairs

      The material in this collection consists of papers created by Esteban Torres, Special Assistant to the President for Hispanic Affairs and five of his staff members. The files include correspondence, memoranda, notes, speeches, reports, schedules, telephone messages, miscellaneous printed material, newspaper clippings, and travel vouchers. The files document the office’s attempts to represent the Hispanic community at the federal government level.

    • Hoyt, Mary Finch

      The material in this collection consists of correspondence, press releases, newspaper clippings, handwritten notes, memos, social office scheduling updates, trip reports, and press materials relating to the Carter Family. The material relates to Mary Hoyt's role as Press Secretary to the First Lady. Topics include the scheduling and updating of social office events, releasing press information, memorandums regarding the Carter Family, and other specific memorandums from Hoyt to Rosalynn Carter.

    • Hufstedler, Shirley

      The material in this collection consists of memoranda, correspondence, letters, reports, briefing materials and speeches. The material relates to Shirley M. Hufstedler's role as Secretary of Education during the Carter Administration including the creation, organization, regulation, and functions of the Department of Education. The material dates from the Department's creation in 1979 until the end of the administration in 1981. Major topics include desegregation of higher education institutions, youth issues, her nomination papers, and budget issues for the new Department of Education.

      The material in this series consists of memoranda, correspondence, schedules, handwritten notes and drafts, speeches, newspaper clippings, magazines, handbooks, and campaign paraphernalia.       The material in this collection consists of material relating to the 1979 Iranian hostage crisis in which Richard Morefield was one of the 52 U.S. captives who were held for 444 days. The collection contains correspondence, including letters to and from Richard and Dorothea during the crisis. Also included is Dorothea Morefield's personal diary she kept while Richard was held hostage. Other material includes newspapers, press clippings, magazines, photographs, videos, cassette tapes, and artifacts.       This collection contains the formal, institutional records of the National Security Council (NSC) and its committees, working groups, and administrative staff from the presidency of Jimmy Carter. These files consist of but are not limited to: records of deliberations of the NSC, including the Special Coordination Committee (SCC) and Policy Review Committee (PRC), as well as the Summary of Conclusions and Minutes for NSC, SCC, and PRC meetings. Also included are key executive directives and memoranda, including Presidential Directives (PDs) and Presidential Review Memoranda (PRMs.) Institutional Files also include Office Files, many of which are centered on administrative, legal, and/or topical aspects of the NSC's work. Subject content covers a broad range of foreign policy and national security issues and the role of the NSC in relation to these topics.

The material relates to Rafshoon’s “long-range” attempts to clarify and reinforce the “themes of the Presidency” in the public mind; and the coordination of “communications plans” to promote administration initiatives in such areas as energy, civil service reform, and strategic arms limitation.

These materials illustrate how the Press Office, under the direction of Press Secretary Jody Powell, coordinated the daily press briefings for electronic and print media representatives. This office also routinely issued copies of all of Carter’s official statements and scheduled his interviews with the media.

      The material in this collection consists of correspondence, memoranda, reports, notes, petitions, printed material, speeches and briefing material on issues that represent the function of the Office of Public Liaison. These materials illustrate how this office was a conduit to the President from religious and ethnic groups and for organizations representing neighborhoods, civil rights, human rights, business and trade, consumer rights, women, youth, energy and the handicapped. Special attention was paid to those groups ordinarily without resources or finances to have an effective voice.

      In addition, the collection also contains a large audio visual file of photographs, slides, video tapes, interview transcripts, sound recordings, campaign commercial films, and brochures. The material relates to Jimmy Carter’s overall political career as he was one of Rafshoon’s most important clients during this period. This collection does not contain Rafshoon’s White House files as Assistant to the President for Communications from May 1978 to August 1979. The material relates to James Wall's role as director of the Illinois 1976 and 1980 presidential campaigns. The series also contains material relating to his political involvement with Democratic conventions, George McGovern's 1972 campaign, and the White House Fellowships program.

The collection illustrates the underlying thesis of the SSEC that was since World War II, economic, social, political, international, and technological conditions had changed and were continuing to change.

In addition, some of the correspondence contains key memorandums and reports to Jimmy Carter revealing the first campaign outlines, strategies, and fundraising possibilities. The collection also includes Jack Watson's White House papers, his papers related to his gubernatorial race in Georgia, in 1981-1982. The material relates to pre-election campaign activities and Jack Watson's service as Chairman of the Georgia Department of Human Resources.

In addition, this collection contains a large amount of material relating to the 1980 campaign including the Democratic National Committee (DNC), and the President’s Speakers Bureau.

      The material in this collection consist of correspondence, reports, briefing material, staffing summaries, and printed material related to Hugh Carter’s role as Special Assistant to the President for Administration. The topics are wide ranging and include energy conservation measures within the White House and Camp David; staffing and travel budgets; and staff office space. In addition, the collection includes material related to the day to day functions of the White House; records management and Presidential Libraries; public correspondence to the President; the White House Gift Unit, issuance of Presidential Proclamations, maintaining the Camp David facility; Secret Service functions; and the creation of the Presidential Papers Act and the White House Authorization Act.

The White House Office of Records Management (WHORM) maintains, manages and responds to requests for Presidential records or information from them.

The material mainly relates Rex Scouten’s role as Chief Usher for the Executive Residence. The Chief Usher’s responsibilities include overall residence operations, maintenance, construction projects, Christmas preparations, budgets, expenditures, maid services, and reception planning.

      The material in this collection consists of correspondence, memoranda, schedules, forms, and handwritten notes. The materials mainly relate to the White House Visitor’s Office during the Carter Administration. The material in the collection includes scheduled tours, request for tours, and request for VIP tours. Additionally included in the collection are appointments made with members of the presidential family, tours there were accepted, rejected and rescheduled tours of the White House and attendance to other events at the White House throughout President Carter’s administration.

All the material in this collection relates to the Alaska lands act of 1978, President Carter’s creation of national monuments in Alaska under the Antiquities Act and the subsequent passage of the lands bill in 1979. The material deals with all aspects of the Administration’s efforts in choosing monument areas, crafting the bill and getting it passed.
