The President’s Reorganization Project was President Jimmy Carter’s initiative to undertake a large-scale reorganization of the federal government’s agencies, departments, and executive offices. During the 1976 presidential election campaign, Carter vowed to streamline the government and make it more efficient, an undertaking he had accomplished while governor of Georgia.
Each staff member of the President’s Reorganization Project was tasked with specific areas to investigate. Many of the files outline their decision-making processes and include their research materials, recommendations, and reports.
The most significant outcomes of the reorganization project were the formation of the Departments of Energy and Education and the passage of the Civil Service Reform Act of 1978. The restructuring of the federal government also resulted in many smaller reorganizations and regulatory reforms.
